Webb suffered a back injury during the second day of training camp and has been absent since. The injury has lingered quite a bit.
The team was optimistic about him playing this week, but he will not suit up.
Other inactive for Baltimore are wide receivers Deonte Thompson and Micheal Campanaro, linebacker Arthur Brown, guards Jah Reid and John Urschel, and newly-acquired defensive tackle Christo Bilukidi.
