Webb has fought a lingering back injury that he suffered in practice about six weeks ago. He was initially expected to miss two weeks of preseason action, he was then ruled out for the entire preseason, and now he will miss week one of the regular season.
Along with Webb, second-year linebackerArthur Brownwill also miss this game, but he is a healthy scratch.
Other inactive are offensive tackleJah Reid, rookie wide receiver Michael Campanaro, third-year manDeonte Thompson, John Urschel, and the recently-promoted Fitzgerald Toussaint.
